A novel audio and video surveillance system based on DM642 DSP is proposed in this paper, which can be applied in mobile communication network. To be monitored by remote service in real time, the collector adjusts encoded rates of audio and video data to fit different network environment. The hardware module design and main software flow chart are presented in the paper, and the transmission methods in mobile communication network are analyzed and designed. The test result shows the design methods in paper can meet the requirements of audio and video monitor in mobile communication network environment.
