According to statistics, nearly 50 years, each year the direct economic losses of our country caused by natural disasters reachs about 4% of the GNP. The impact of natural disasters has become a constraint factor to China's economic development and social security, to improve the comprehensive capacity of China's disaster prevention and mitigation relying on scientific and technological progress has become imperative.
