This paper presents the results of work performed by Computer Sciences Corporation (CSC) for the National Aeronautics and Space Administration (NASA) at Goddard Space Flight Center (GSFC) under contracts NAS5-31000 and NAS5-31500. The studies were performed under the auspices of the Renaissance program, an advanced engineering activity supporting the Mission Operations and Data Systems Directorate (MOandDSD) at GSFC. MOandDSD provides mission operations support for GSFC-based unmanned space missions
