This paper presents the design process of an ongoing research project that aims to develop video cases and a web-based environment (to embed the video cases) to support and study the online learning and community building for mathematics teachers in Singapore. The design principles and framework, stages of design and ongoing improvement of the components will be analyzed and discussed.
