Considering the complexity of university teaching teacher's competence and some shortcomings of the current evaluation methods this paper designs an evaluation index system which includes three Abilities: professional quality, personality maturity, and driving capability, and set up a new model for university teaching teacher's competence evaluation based on information entropy and unascertained measure. At last, a case study is provided to verify the model. The research findings offer a workable approach in evaluating university teaching teacher's competence. It can serve as a basis in the selection, assessment and cultivation of university teaching teachers in China.
