We study the optimal priming control for time-varying population system with spatial diffusion. The existence of the optimal priming control is proved, the necessary condition for a control to be optimal is obtained, the optimality system consisting of integral -differential equations and variational inequality are gived. These results may provid a strict theoretical basic for the population control problem.
