A hybrid particle swarm optimization (PSO) was put forward. The collaboration design assignment scheduling problem was modeled, relations among the tasks were presented with tree structure, and tasks-time matrix was used to express the design center abilities to complete the tasks. Then the hybrid algorithm was showed, in which simulated annealing was added in particle swarm optimization to improve the ability to seek the optimization. Finally, a simulation experiment was carried out by using the proposed algorithm. The convergent velocity would be fast and the ability to optimize would be better.
