In this paper, we investigate the effect of platforms instability on the bit error rate (BER) performance of inter-HAPs optical communication system in log-normal turbulence channel. First, the instability of the platforms is analyzed into vertical movement, horizontal movement and inclination and the attenuation due to platforms instability is derived. Then the average BER that takes into account both the atmospheric turbulence and platforms instability is deduced.
