The large-scale systems are related to many major issues, such as economic development, social progress and people's lives, national security, world stability, ecological environment and so on. So the research on large-scale systems, especially on the evolution complexity of large-scale systems, has received much widespread international attention and focus. In order to find a synergistic running state of any large-scale system to form the overall function and the greatest effect output, a large-scale systems' evolution control strategy aimed to the synergy of material flow, energy flow and information flow is presented. An innovative method is explored in this control strategy that a hard-based control based on Cybernetics and a soft control based on Synergetics and the theory of dissipative structure are combined with each other. Through the control method, the synergy of material flow, energy flow and information flow in large-scale systems can be achieved so that large-scale systems can spontaneously evolve from the disorder to the order and from the lower order to the higher order.
