A simulation system based on HLA is developed in order to study simulation system architecture. This paper briefly introduces the importance of research, analyses requirements of system based on function and element, gives the design principle of cooperation and establishes assessment index, then brings the key technologies - FDMS and Multi-Resolution Modeling, designs a layered system configuration, presents the view of system configuration by the examples of Manager Federate and Satellite Federate. In the last part, a CSS prototype based on the key technology mentioned above is discussed. The development of prototype system plays an important role in the future CSS research and application.
