There are more then ten vendors' products for both plesiochronous digital hierarchy (PDH) and synchronous digital hierarchy (SDH) transmission equipment in Taiwan. In order to solve the problems of this multivendor environment and build the core technologies for network management, Telecommunication Laboratories (TL) proposes a transmission operations support system (TOSS) with a multilayered operations framework. Based on this framework, the prototype of a transmission subnetwork controller (TSNC) with alarm surveillance, fault localization, trouble ticket management, resource browsing, and security authentication functions has been developed and successfully demonstrated. This article describes the motivation, the architecture of the TOSS, the features and functions implemented in the TSNC, and the development methodology
