Land use planning and management is significant means to ensure the implementation of sustainable land. In order to realize the scientific and operational production of Land-Use Planning, change of dynamic data information management automation, information technology are an inevitable trend. At present, land-use planning and management as an important means of macroeconomic control is becoming more and more attention with the deepening of general land use planning revision work. This paper discusses the technology and methods which realize the land use planning management works' automatization and infor-mationized by using ArcGIS and database techniques, and software developing techniques, etc. It puts forward the total development thoughts and targets, and studies software structure, database structure design, function modules design of the LUP management system, etc. The result indicates that the LUP management information system(LUPMIS) has realized the automatization and informationized management in the planning index, the planning adjustment planning approval etc. It offers more effective means for dynamic implement and real time management of LUP.
