In this paper, the theory of large-scale systems A.D.HALL matrix theory of water conservancy and hydropower project conducted a study on the establishment of water conservancy and hydropower project activities A.D.HALL matrix system.Of complex water resources and hydropower engineering, the paper matrix by constructing A.D.HALL activities to build water conservancy and hydropower A.D.HALL activities AIJ matrix elements and the actual water conservancy and hydropower projects in various stages of relationship building, the water conservancy and hydropower engineering research into a system.
