Web service is a kind of interface to achieve communication between the isolated information. It can be described, released, finded and invoked through Web. SLA (service level agreement) provides a formal contract between service provider and consumer after negotiation, which states the quality, priority and obligation of the service. This paper proposed an SLA based Web service quality monitor system to administer and evaluate the quality of Web service. This design brings forward the parameters to be measured and some correlative protocols.
