In consideration of security and banning minors from Internet bars, there's a need to monitor Internet surfing personnel in Internet bars. Common monitoring systems invariably achieve this goal by installing specialized equipments and dedicated hardware. The monitoring system discussed in this paper takes advantage of the general existing equipments in most Internet bars, i.e. computer's USB cameras, to realize the same function, therefore it costs much less. The key technique in the implementation of this system is developing USB device filtering driver on the base of WDM mode. A USB camera' function is extended by developing its filtering driver and thus it could provide the service for the monitoring system. In this paper, the overall design and key technique of the system is discussed.
