The evaluation of earth observing satellite system is a complex problem which is multi-subject, multi-factor, multi-layer and multi-object, the general evaluation method exists subjective and dim. Scientific evaluation improves the acknowledge of system, it provides the basis of system optimization, in order to enhance science level of earth observing satellite system, the paper presents the complex earth observing satellite system evaluation method based on HLA ,this software realizes the mission simulation analysis and display function, at the same time, it gives the 15 report forms related to satellite system performance parameters, which solve the non-linear and high coupling problem intuitively.
