This paper describes our approach for modelling cognitive information systems by putting together formal semantic models, service-oriented approaches, and formalised actionable knowledge. First, we analyse the interdependence of the ontological vision and the service-oriented approaches for modelling the information systems. Second, we formulate the methodology for such conceptual modelling that relies on the actionable knowledge extracted from the usage of information systems. Third, we introduce the approach aiming at integrating this actionable knowledge into initial domain ontologies that increases their semantic expressiveness and consistency. Finally, we define the scope of the perspectives of this research and discuss the priorities of our future work.
