This paper analyzes the characteristic of the coal chemical industry zone in Taiyuan city. The actual emergency resources and the emergency management situation are analyzed at the same time. An emergency commanding system for serious environmental pollution accident in the coal chemical industry zone is constructed with a multilevel organization structure. Based on the information transfer sub-network, the emergency response flow of system is analyzed subsequently. This system has a significance meaning in improving the efficiency of emergency commanding in the coal chemical industry zone.
