The rapid development of Internet technology has facilitated formation of cooperation and dynamic alliance between enterprises. Enterprises have realized that it's important and necessary for them to build competitive dynamic alliance which depends largely upon whether the leader enterprise can find the best partner. This paper elaborates the concept, criteria and phases of dynamic alliance partner selection. Then it designs a negotiation strategy based on resources and Agent. Our research provides valuable reference for future studies. It can help enterprise to realize sharing business resources, increase the efficiency of choosing allied partners and enhance the competitive advantage.
