IT innovation is a kind of important means for our enterprises to raise the information-based construction efficiency in present stage, and the organization learning is a kind of valid method to grow corporate culture and optimize the organization structure. There is natural fusion between the IT innovation and organization learning which promotes the formation and exaltation of enterprise core competence commonly. This paper can disclose the tiny view conduction mechanism of IT innovation and organization learning in the process of core competence formation through the empirical analysis of typical case of national electric power enterprise to provide the realistic theory identification for our enterprises to strengthen the IT innovation and organization learning.
