For the real needs of emergency relief work, the paper put forward a framework of emergency relief prototype system based on LBS. Because of limited software and hardware resources of the mobile device, spatial data organization and structure is modified and designed in this paper. Specifically, the pre-generation technology, caching strategy based on the tile map and positioning technology are proposed to improve the performance of the system. Finally, the emergency relief system is implemented according to the framework and good result is achieved.
