Safety culture is currently recognized as important in many domains and various studies have addressed its characterization and assessment. However, relations between safety culture and formal and informal organizational structures and processes are yet not well understood. This impedes structured improvement of safety culture. We aim to improve the understanding of these relations by agent-based organization modeling and analysis. This paper presents an organization model for safety occurrence reporting at an air navigation service provider in relation to its safety culture. Furthermore, the paper discusses the results of agent-based simulation studies performed based on the developed model.
