With the rapid development of information technology, the goal of English teaching varies from focusing on the master of language knowledge to attending the human education, and emphasizing the cultivation of independent learning ability and lifelong learning ability. The original method of teaching and learning is not suitable for the need of the cultivating the independent learning ability in the new situation. Based on analyzing the current status and its reason of the nowadays English independent learning ability, the learning strategies and teaching strategies under the information technology environment are brought forward. Exploring and research are implemented widely both in theory and practice which enrich the research of the English independent learning and provides the reference to cultivating and enhancing the ability.
