This paper proposed a new MDC (MDC, Multiple Description Coding) method based on SPIHT (SPIHT, Set Partitioning In Hierarchical Trees) with priority (P-SHIHT MDC). Use SPIHT MDC algorithm to compress the image, and by using priority thresholds to segment the data stream according as the received quality of PSNR. A new data stream is created to adapt to WiMAX multicast services and the congestion control method to get better received video quality by considering congestion levels since congestion occurs.
