There is no one standard to evaluate traffic congestion degree of city road-network in the world, in this paper, degree of city road-network traffic congestion is divided into three classes: jam ,congestion, crowd, fluency. The indexes to evaluate the degree of city road network traffic congestion are selected, and the hierarchy evaluation index system are built with analytic hierarchy process and hierarchy-fuzzy comprehensive evaluation model. In the end, the H-fuzzy evaluation model was used to evaluate the traffic states of one typical city road network.
