In this paper, we firstly propose that closed innovation was no longer adapt to Chinese enterprises in a dynamic environment based on the research of the innovation status quo of 34 high-tech SMEs in Tianjin. Better sustainable growth of enterprises can be achieved by running open innovation. Secondly, we found that lack of dynamic and maneuverability existed in the current open technological innovation model basing on the relevant theoretical review. Moreover, the features of open technological innovation were analyzed. Finally, the principles and model framework to build an open process model of technological innovation were put forward under the guidance system theory. A detailed descriptions of the four sub-systems running in the mode were gave out which can be a reference for the business circles.
