Gross National Happiness (GNH) is a very important reflection of the stability of society , it also reacts the stability of society. In this paper, on the basic of the stability of society we build a scientific index system of GNP, which includes 5 first-degree indexes and 21 second-degree indexes, to evaluate the level of national well-being. Based on these indexes and relationships among them, we use structural equation model (SEM) in the evaluation. In addition, we introduce a new algorithm to find the best initial value in partial least square (PLS) algorithm of SEM with unit vector constraint and its least square solution.
