A novel holistic network structure model of emergency communication is proposed in this paper, based on the research on emergency network of electric power system. Firstly, a practical emergency communication network structure of power system containing provincial power companies and municipal power companies (or substation) is explored. Then the survivability of the emergency communication network is analyzed using a network algorithm model, which gives the quantificational calculation of the contribution of each node and link in the network to the network survivability. Finally, the potential problems of the emergency communication in practical application are analyzed and the error analysis of the proposed modeling is computed.
