Because power universal service compensation theory and method used to guide practices has not yet been born in China, efforts are attempted here to work out some methods of qualitative measurements for universal service compensation, and the formulas are given respectively. A case in Yunnan Province shows the feasibility of raising the universal service compensation fund and the practicality of the compensation method; meanwhile it indicates a facilitating role for the power universal service in China.
