The rapid progress of GIS application has put forward higher demands to GIS software. Although the secondary development capabilities and degree of openness of GIS software have improved greatly now, but there are still many problems, such as the inadequacy of spatial data handling and analysis capacity, poor openness, difficult sharing of data and services. The paper provides a solution of rapid application development for distributed GIS software project in view of engineering technology. Based on the relating theories of process modeling and management technology of workflow, the goal of the paper is the development of GIS application software that is space-oriented transaction processing and decision support. Concept model of spatial data suitable for process modeling will be discussed. Based on the process model of workflow, the paper combines system implementation method of process modeling which includes the distributional GIS technology and the software component technology.
