In this paper, the complete causal loop diagram of the earthquake relief operations management is deduced.On the basis of this, the role of mobile telecommunications is revealed in earthquake relief operations management under the condition of the mobile telecommunications facilities were interrupted and resumpted after Wenchuan earthquake took place. And then, the causal loop diagram of the earthquake relief operations management is modified after introducing mobile commerce. At last, some suggestions are put forward and the future direction is pointed out.
