Different from 2G networks, in the planning of 3G mobile networks, frequency planning is not needed anymore because all the telecom operators use the same frequency. Coverage and capacity are the most essential dimensions in the wireless network planning, and they should not be considered separately. Therefore, under certain service quality requirement, we should consider the two aspects as a whole and determine the balance between signal coverage and system capacity. This paper describes a new intelligent method about computing capacity and coverage of 3G network, and compile a visual procedure to identify the coverage area of BS.
