Copyright marking embedding and detection method could play an active role after the unlawful conduct took place. However, with the request of copyright protection measures continue to improve, it is hoped that the illegal conducts can be warned or prevented during or even before they act. In order to solve the problem, this article based on the watermarking algorithm, tries to show the idea of the operating system realtime monitor technology. Besides, it poses ldquothe access control of spatial data files rdquo by using the file system filter driver technology. Thereby, it realized the functions such as the monitoring of reading and writing as well as the dynamically encrypting and decrypting of the geographical information data. And the experiment shows that it can prevent the illegal behavior made by those unauthorized clients. Therefore, it can be regarded as the effective complement and reinforcement of the protection technology of the watermarking property rights.
