RFID technology has become a hot spot in automatic identification filed in recent years, which opens up a wide variety of applications. However, most RFID applications are still closed-loop-based. In order to build large-scale RFID applications which are transregional and cross-industry, it is necessary to build public RFID service platform. On the basis of recent research, according to characteristics of enterprise applications, industry applications, and administrative aspects, we propose a SaaS mode based region RFID public service platform architecture. The core of platform is public services and the core of public services is encoding. In this paper, we present CID-V, which is of variable length RFID encoding and support region concept. Based on CID-V, we give the deployment and architecture of region based multi-level RFID name service, region based RFID discovery service and SaaS mode based RFID information service respectively.
