It becomes a very important and comparatively troublesome work for software enterprises to evaluate software developers' performance in human resource management at present. Among them, the most difficult problem is to adjust accounts of software developers' workload. This paper analyzed the characteristics of software development, presented the workflow of FPA, combined with specific case, elaborated on concrete application process of FPA in software developers' performance evaluation, and achieved very good effect. Using FPA enhanced scientific nature, objectivity and justice of evaluation.
