To the skies through the sea [Hong Kong airport project]

The author describes how Hong Kong is developing an international airport that will accommodate growth-essential since tourism is vital to the economy of this colony of 6.1 million people. The airport will be built in two phases. Phase 1 will provide the first runway, terminal, and service facilities; phase 2 will provide a second runway and an expanded terminal. Chek Lap Kok airport actually is 10 major projects-the airport itself plus a program of nine public works to get passengers and utilities to and from the airport. The program is needed because of the staggering growth in traffic to Hong Kong, 25.9 million passengers came through Kai Tak Airport in 1994, exceeding its design capacity by nearly 2 million.<
