In this paper we propose an enhanced MIPv4 fast horizontal handover scheme using IEEE 802.21 Media Independent Handover (MIH). This scheme enhances the L3 handover decision algorithm based on MIH provided information of available bandwidth and physical distance and minimizes L2 handover time. The handover decision algorithm is considering the overall sequence using MIHF, and based on Quality of Service (QoS) availability and location information of Mobile Node (MN). We also propose fast L2 handover scheme for horizontal handover. This scheme reduces the scanning time using the information of candidate Point of Attachment (PoA). From the simulation result we can verify the performance improvement.
