In this paper, a traffic model and analysis with soft and softer handover for use in High Altitude Platform Station (HAPS) networks is proposed. Prioritised and non-prioritised call traffic handling schemes are considered. In the prioritised scheme, the queuing of handoff attempts is allowed for channel assignment in each spotbeam of HAPs. In the non-prioritised scheme, no distinction between call attempt and handoff attempt. An analytical model of the mobility management task is derived from the cell dimension that is formed by the antenna beams of the HAPS and user's location. Simulations are provided to examine the QoS performance of the system. The performance evaluation shows that the proposed model outperforms conventional schemes in terms of carried traffic per channel and call blocking probability.
