This paper presents the key issues and challenges associated with the optimization of switched digital video and video on demand services for the emerging DOCSIS 3.0 cable access network. In our optimization framework, we will consider the video program access pattern, rate-limited video smoothing, and scheduling policies. These three items, when considered together with efficient QAM allocation at the physical layer, will ultimately determine the cost for deploying the broadband cable access network.
