Data association is the key technique to solve the multiple-target tracking problems. A new approach to tracking algorithm for radar system based on the neural network is investigated in this paper. The proposed algorithm will solve both the data association and the target tracking problems simultaneously. With this approach, the matching between radar measurements and existing target tracks can achieve a global consideration. Moreover, one simple detection and estimation algorithm denoted adaptive procedure will be applied when tracking targets with maneuvering situations.
