With the rapid development of information technology, web-based teaching system is wildly applied in distance education, but it also exposes many problems. In order to better implement education equity, the more effective to improve the quality of distance education, through doing study and exploration constantly, penman proposes a dynamic dividing level instruction system which using agents.
