Fractal characteristics exist widely in city, such as layout, architectural distribution, and traffic system. Based on analysis of these characteristics, the article has proposed a fractal city model. The model can simulate process of city evolvement through fractal mechanism. The simulating process includes two sub-processes: iterative process and fractal process. Through these two sub-processes, city area is to be divided and recursively computed until forming a rational city layout. Fractal city model put forward a new method for modeling virtual city. The model can be applied in many fields of city study.
