This article researches on how to implement IEEE 1641 in signal-oriented ATS development. Signal-oriented ATS is the best choice to achieve the modern ATS designs goals such as instrument interchange; ATE adaptability; faster technology insertion; TPS rehost; TPS interoperation and so on. According to the signal-oriented ATS development process, the signal definition standard and the interface description design are the most important questions required to solve. The uniform signal and measure definition; XML interface description method; object Model interface provided by IEEE 1641 can fulfill all above requirements. An application is offered to explain how to construct a complex signal based on common models which defined in BSC layer of IEEE 1641. And how to description signal's schema in XML develop environment is afforded in succession. The signal requirement with textual format in TPL and the corresponding mapping test program codes in VB are provided subsequently. Finally, a conclusion is gived with some deficiencies of this implement in practice.
