This paper presents an intelligent network management system (INMS) for optical packet-switching transport networks. The INMS introduces multi-tier distributed intelligence into the network management plane in order to address the challenges of managing the dynamic optical packet-switching transport network. Beyond the fundamental functions of monitoring and configuration the INMS provides the capabilities of intelligent deducing and proactive response. It also supports automatic resource allocation and fast reconfiguration. We have successfully implemented a prototype of the INMS, and demonstrated the effectiveness of the INMS by on-line traffic engineering over optical packet-switching networks facilitated by the multi-tier distributed intelligence. This paper also discusses the details of the implementation and simulation results.
