In order to effectively use the resource of wireless overlay network, this paper proposes a vertical borrowing and dynamic allocation scheme for bandwidth. This scheme adopts a SCTP (stream control transport protocol) based vertical borrowing method to reduce call blocking probability, and gives corresponding weighted algorithm for borrowing order to dynamically allocate bandwidth. Simulation results show this scheme can obviously reduce call blocking probability for both new call and handoff request in wireless overlay network.
