The dispersion relation of circularly polarized waves in a cold streaming plasma is derived and is shown to be consistent with Lorentz tansforming the stationary plasma dispersion. The waves in the lab frame have modes near n = c/Vs due to the Doppler effect and therefore are relevant in sateliite wave measurements.
