Comments on "Some Estimates of Returns to Scale in the Telephone Industry"

Mantell's regression analysis suggested that observed reductions in Bell System unit costs over the post-war era were primarily due to technical progress rather than to pure scale economies. It is argued, however, that Mantell's results were biased by his failure to take proper account of the stochastic system which generated his sample data.
