If modern technology is to impact successfully on a significant social problem, the quantitative model must lead to a finite set of alternatives, each clearly referenced to its social, economic, and political constraints. From such alternatives, priorities must be established by the political processÂ¿it is at this step that the major current impediment to progress occurs. The engineering community carries the responsibility of elucidating the specific decisions which the public must make.
