With the growing number of users in a network, efficient use of resources is critical. In this paper, we propose a novel and efficient algorithm for radio network controllers (RNCs) load balancing in radio access networks (RANs). We make use of bipartite graphs to solve the problem with our algorithm. Each node (RNC) in the graph searches among its neighbors and distributes its load on those neighbors which have fewer loads. We run our algorithm on the networks with different topology and connectivity and compare the results. The experimental results show the efficiency and the ability of the proposed algorithm in load balancing of the RANs.
