This paper describes a new resource allocation algorithm which performs dynamic sub-carrier and power allocation in multi-user OFDM systems. The aim is to maximize the sum of data rate while achieving proportional fairness among users under a total power and bit error rate constraint. Meanwhile, we maintain individual minimum rate requirements and QoS constraints. Simulation results are shown to compare the performance of the proposed algorithm with that of the previous algorithms, such as LINEAR, ITERATIVE and static TDMA.
